A steady state model of carbon-14 transport which takes into account turbulent diffusion in the stratosphere is proposed. It is shown that if the period of variation of C-14 formation rate exceeds 10 years, the dynamics of C-14 distribution is determined by the interaction of the troposphere with the ocean, the biosphere, and humus. The amplitude-phase characteristics of the diffusion model are considered in the case of the 11-year cycle.
