A new formulation for time-dependent convection is derived which allows for a description of turbulent convection together with a consistent derivation of transport equations for convective mixing. Convective overshooting and the coupling between radial motions and convection are inherent to the model. The theory is derived from the exact hydrodynamic equations mostly by means of the anelastic approximation and diffusion approximations. It should be applicable to stellar evolution simulations.
