The tidal model of the formation of the inclinations and rotations of planetary and satellite systems in the solar system is examined, taking the compression process into account. The inclinations take either near-zero or relatively large values. For bodies with small inclinations, the order of the resonances cannot be higher than 2:1 (that is, they can take values of 1:1, 3:2, and 2:1).
