A quasi-linear model for hiss-type midlatitude VLF emission is presented. The main suppositions of the model are discussed, and a diffusion equation is analyzed and used to derive a formula for the power spectral density of the waves. The formula is applied to the VLF emissions, and it is predicted that the emissions are excited near the inner boundary of the plasmapause by electrons in the 2-5 keV energy range. This prediction is compatible with available experimental data.
