The optical spectra of the symbiotic star CH Cygni are studied and compared with IUE UV observations of the same period that provide the basis for an inferred outburst during the quiescent period. Strong emissions are noted in the H alpha, H beta, H gamma, and H delta emission categories of the optical spectra with respect to central intensity and linewidth. The central depths of the absorption and emission lines at different epochs are compared to confirm the increased levels. Observations of the UV spectrum confirm the enhanced activity of the period, and the data suggest that mild increases of activity are possible during the interoutburst periods. It is also suggested that the observations indicate the beginning of the next period of stellar activity in CH Cygni.
