Algorithms for determining the moments and distances of closest approach of a nonmaneuvering spacecraft to each of a set of orbiting satellites over a given time interval are constructed. The simplest method consists in determining local minima of the distance function for given satellite orbital elements and then finding the global minimum from the set of local minima over a small time interval. A method of greater efficiency, as measured by the number of local minima analyzed before obtaining a global minimum, is then proposed.
