A formula for expanding the perturbation function so that the expansion converges without any limits for every pair of planets in the solar system is presented which allows Pluto's motion to be analyzed in the framework of classical perturbation theory. The first-order secular and long-period perturbations of Pluto by Neptune are determined using this formula.
