A mechanism is proposed which explains the propagation of radio waves in the topside ionosphere in the presence of oblique large-scale structures. It is shown that this mechanism can explain a complex ionogram obtained by the Intercosmos-19 satellite, in which the lowest frequency of the radio wave that passed through the ionosphere is lower than the highest frequency of the radio wave reflected from the ionosphere.
