A process is proposed by which v = 0 SiO masers may be produced in slowly accelerating circumstellar envelopes associated with Mira variables. A numerical model is used to demonstrate the feasibility of this mechanism and to investigate its properties. It is concluded that ground vibrational state SiO masers will be strong only when v = 1 masers are absent or weak. The ground state J = 1-0 transition is found to be the strongest v = 0 maser transition.
