It is contended that solar wind turbulence will maintain a stationary spectrum owing to a balance near the outer scale. The balance is between the relative intensification of the turbulence due to irregularities in the medium and the transfer of energy toward higher frequencies due to nonlinear interactions. The ramifications of the model discussed here are found to agree closely with experimental results
