A consistent ionospheric model is proposed which allows for the interaction between the charged and the neutral components of the ionospheric plasma and is independent of the upper boundary conditions. The model correctly accounts for the sources of electron heating and the contributions of small neutral components to the energy budget of the ionosphere. The model predictions are found to be in good qualitative agreement with experimental data.
