Background-dependent gravitational equations that take into account Mach's principle are given. A relativistic generalization of the physical quantities of an equivalent form of Newton's gravitational equation is derived; covariant relativistic gravitational equations which connect the physical quantities and which incorporate Mach's principles are developed. The covariant relativistic gravitational equations hold in any conceivable structure of space-time, describe a purely geometrical theory of gravitation, and incorporate the idea that the frame is to be fixed by cosmological observation.
