A lower limit for the birth rate of pulsars in the Galaxy is estimated, using experimental data on observed pulsars. Novel features of the approach employed are: (1) no pulsar model is assumed, and (2) selection effects are allowed for in a model-independent way. A mean birth rate of one pulsar per 18 years allows the projection with 95% confidence of a lower bound of 50 years. The calculation described reduces the discrepancy between pulsar and supernova birth rates.
