The local stability criterion is obtained according to which the velocity dispersion of gas clouds cg, necessary to stabilize a heterogeneous, differentially rotating gaseous subsystem of a flat galaxy against all nonaxisymmetric disturbances in its plane, should be cg = [1+f(dΩ/dr,dσ0/dr)]c0 (the estimates for the solar galactic vicinity yield f = 1.6), c0 = πGσ0/κ being the velocity dispersion sufficient to stabilize axisymmetric disturbances, Ω, σ0 - the angular rotational velocity and the surface density of the gaseous subsystem, κ - the epicyclic frequency.
