A relativistic redshift effect is found which is distinct from the
Doppler and gravitational redshifts and which provides a mechanism for
producing large local redshifts without raising kinetic-energy problems.
This effect produces redshifts in discrete amounts - a situation for
which there may be some evidence in quasar observations.
