A long-slit echellogram of the circumnuclear emission-line region in the Seyfert 1 galaxy NGC 3516 reveals an unusual velocity field in the ionized gas. The radial velocities decline outward, from offsets of a few hundred km s-1 back toward the systemic velocity, over distances of ≡500 pc on both sides of the nucleus. This gas has "nuclear" emission-line ratios. Circumnuclear gas kinematics in NGC 3516 are most simply modeled by a low-velocity, bipolar outflow from the nucleus. The bipolar-flow model is discussed in terms of observable properties of active galactic nuclei.
