The main characteristics and technical solutions used in the development of a high throughput mm andmm four band photometer are outlined. The photometer is designed for astronomical observations with the ARGO and TIR balloon telescopes of the Italian Space Agency. The cryogenic components of the photometer are discussed and shown in diagrammatic form. Spectra of cosmic background radiation anisotropies are shown. Typical anisotropic emission of interstellar dust and synchrotron radiation is shown.
