The presence of observed distinct structure scales in the universe may be understood in terms of a time independent, quantized scheme. With regard to a principle of minimum interaction a hierarchical clustering procedure is performed on the level of dimensionless numbers, determining systematically a sequence of inhomogeneities without referring to any specific force of interaction. In particular, upon evaluation of observable physical quantities, it is shown that any inhomogeneity as a bound system is subject to scale independent invariants, relating their mass and sphere of interaction. Dirac's LNH turns out as a natural consequence for the micro- and macrocosm limits of the hierarchy of discrete structures.
