A theoretical study shows that, in the isothermal ionospheric plasma in the presence of constant currents (longitudinal and transverse), a heating instability can arise which leads to the formation of small-scale inhomogeneities of the F-layer. The threshold of this heating instability depends significantly on the polarization of the fluctuation current and the form of the inhomogeneity spectrum of plasma density.
