Despite the many national efforts done to increase underrepresented minority students pursuing advanced degrees in STEM fields, the shortages still continue. We report on a new and inovative experiment on partnerships between Howard university, government and state agencies (NOAA, NASA, state of MD) and other local university and private entrprises in teaching and research. The activity will focus on Howards Beltsville Campus in Beltsville, Maryland and its capabilities on attracting and engaging graduate students while boosting the research infrastructure for atmospheric research of the Department of Physics and Astronomy at howard University.
