It is known that precise-clock noise process can be described as the sum of five independent noise parts according to the power-law model presented by J. A. Barnes et al. in 1971. For lack of knowledge about the time-domain relation between each noise part and white noise, it is difficult to clearly describe these noise parts (especially flicking noise parts) in time-domain. In order to discover the property of each noise part, the author defined a half-integrating operator. With this new operator, he obtained the relation between each noise part and white noise, and then presented a new time-domain model of precise-clock noise, i.e. half-integrating/half-differentiating operator model, which makes it possible to describe all the five noise parts in time-domain in their own layers.
