The non-equilibium ionization code we have developed is based on the most up-to-date atomic data and can be easily combined with a specified dynamics for the case of collisionally ionized plasmas. Recently, we have extended this ionization code to include the effects of an external photoionization field and have incorported the latest photoionization atomic data. We show an example application of the code to radiative shock flows in the intergalactic medium. Comparisons of our predictions with other models and observations are also presented.
