A general method is proposed and justified to determine the principal values of the second derivative tensor of the force function of the Earth's gravitational field, using gravi-inertal measurements conducted by spacecraft. The principles of design of gravi-inertial measurement systems are examined. The dependences on spherical coordinates of the components of the second derivative tensor of the force function of the Earth's gravitational field are obtained.
