A brief description of the general catalog of the positions and proper motions of 4949 geodesic stars from +90 to -90 degrees is given. The catalog was compiled from observations carried out in the period 1963-1977 during the BS international program. The accuracy of the catalog is characterized by the following quantities in the right ascension: epsilona cosine delta = + or - 0.003-0.005 sec; epsilon mua = cosine delta = + or - 0.008-0.015 sec. The accuracy of catalog estimates of the positions for the declination was epsilondelta = + or - 0.10-0.12 arcsec; epsilon mudelta = + or - 0.11-0.24 arcsec. Corrections to the precession constant were obtained on the basis of the proper motion estimates. Corrections for the galactic rotation and the coordinates of the solar apex were also obtained.
