For the GEM Campaign on magnetosphere-ionosphere interactions, the working group on ionospheric plasma in the magnetosphere set three challenges: mass exchange characterization, ionospheric plasma impacts in the magnetosphere, and extraction process modeling, in increasing order of perceived challenge. Here we describe a baseline empirical description of magnetospheric plasma entry from the ionosphere, adequate for assessment of gross impacts in the magnetosphere using global circulation modeling. The description accounts for widespread light ion entry dependent on solar illumination but independent of solar wind conditions; and auroral zone heavy ion entry associated with electrodynamic and particle energy fluxes. There are significant problems involved in tracking of ionospheric plasma across any set of boundaries designed for a particular global simulation. A set of principles and a methodology are described for adapting empirical knowledge of plasma outflow regions with typical global circulation model boundaries. The methods account for the mapping of auroral electrodynamic and particle energy inputs that would internally define the auroral zone from which large heavy ion outflow fluxes are known to originate. This is proposed as a step toward a fully self-consistent M-I plasma coupling model, wherein an empirically-validated quasi-local model of outflow response to specific energy inputs, would be included at each ionospheric boundary grid point.
