Results of an extended analysis of self-absorption features of the 21 cm line in and around the giant molecular cloud complex near W3 and W4 in the Perseus arm are reported. The cold H I cloud with radial velocities near -50 km/s extends nearly along the galactic plane from the western edge of W4 to about 150 pc west. The cloud consists of several fragments typically about 25 pc in diameter. Their spatial distribution coincides in part with that of the CO cloud, while fragments exist well beyond the limit of CO detection. The total particle density in the fragments is estimated to be 20-35 per cu cm, which corresponds to the (H2)/(H I) ratio of 15-50. Each H I fragment shows no sign of systematic motions such as rotation or collapse. The mass of each fragment inferred from the virial theorem is 10,000 to 40,000 solar masses, and the total mass of the cloud is over 170,000 solar masses, most of it lying outside the limit of CO detection.
