Resulting from the optical identification of ROSAT All-Sky Survey sources an X-ray bright sample of 98 emission line AGN is presented being complete to >92%. The sample is drawn from an area of 1660 deg2 and is count-rate limited in the 0.4-2.4 keV energy range. The count-rate limit corresponds to a uniform flux limit of 1.1×10-12erg s-1 due to a homogeneous low NH in the selected areas. The X-ray spectra were analyzed individually, giving a mean photon index <Γ> = 2.23±0.37 for the sample. The high luminosity tail of the local luminosity function of ROSAT selected AGN is presented, and is consistent with previous Einstein results.
