The study of optical pulsars and of rapid fluctuations in cataclysmic variable and flare stars requires a system with the capability to accept the output of a fast pulse-counting photometer. The development of such a system is discussed, taking into account system organization, operational modes, and questions concerning the operational limits. The current system, or earlier versions of it, has already been successfully employed in a variety of observational programs involving pulsar searches and cataclysmic variable studies.
