This paper presents the first large-scale, high-resolution, far-infrared survey of the galactic center region covering an 8.5 deg2 field centered on Sgr A at a resolution of 1arcmin in the spectral range 40 - 250 μm. A total of 47 far-infrared sources were detected, of which 37 are probably indigenous to the galactic center region. For those 27 sources associated with H II regions luminosities range from 5×105 to 107L_sun;. They are located in a narrow band along the galactic plane and are centered on Sgr A. Each far-infrared source appears to be powered by small numbers of early-type O stars. The extended thermal emission of the galactic center region is consistent with a population of 3 - 5×104 B0 ZAMS stars embedded in an interstellar medium with a Lyman-continuum optical depth of 1 - 1.5. The ratio of the inferred O and B star populations suggests that there are fewer early O type stars relative to B type stars in the galactic center than are predicted by the Salpeter initial luminosity function.
