An attempt to revise Newtonian cosmology is made focusing on perturbations' asymptotic properties at t approaches infinity. It is shown that in the Newtonian 'open' universe there is a critical wave vector which distinguishes between wave and stationary perturbations. In spite of Jeans theory predictions in the environment with asymptotically positive sound velocity, all the perturbations decay with t approaches infinity.
