The design and fabrication of a double-beam telescope used for monitoring seeing is described. The telescope uses photoelectric means to evaluate the relative motion, between the images formed by the two apertures, along one axis. The observations on a high-altitude (4000 meter) Himalayan site show that the expected FWHM of long-exposure images is less than 1 arcsec for 20 percent of the time.
