The Doppler theory of quasars is examined, in which it is assumed that a fraction of the total quasar population is fired from centers of explosion with moderate cosmological redshifts. Hoyle (1980) hypothesized that quasars emit most of their radiation in a narrow backward cone as they travel through the intergalactic medium. Although Hoyle assumed that the entire redshift of the quasar was due to the Doppler effect, it is supposed that a small component of the redshift may be due to the expansion of the universe. Put into a quantitative form, the kinematic and emission parameters of Hoyle's model are used to explain the observed features of four aligned triplets of quasars (Arp and Hazard, 1980). Unlike the original Doppler theory of Burbidge and Hoyle (1966), the model predicts only a small but nonzero fraction of quasars with blueshifts. Examples of at least a few of these blueshifted quasars must be found to substantiate the Doppler theory.
