The shortcoming of current Loran-C for timing is analyzed in this paper, and the main objective of realizing broadcast on BPL data channel is presented, too. The structure of various possible data information is discussed, the calculation methods and formulae for some important parameters and data are given. The selection of data for broadcasting depends on the expected function of BPL, and the data layout is related to the technique adopted. Finally, the data rates for different modulation schemes are discussed.
