During decametric and hectometric noise storms a frequent injection of electron streams leads to the formation of a quasi-stationary diffuse distribution of hot particles close to the source region. An increased density of hot particles and a velocity anisotropy are typical of this distribution due to breaking of one-dimensional regime of the stream propagation. The continuum emission is interpreted as the amplification of the coronal plasma spontaneous radiation at a frequency close to the local plasma frequency because of the presence of such a diffuse electron stream component. The basic properties of the continuum are explained in terms of the proposed generation mechanism.
