The quantum system of the passive hydrogen maser is introduced briefly and a design of the spectrum observing device is expounded. The 10 MHz crystal oscillator is adopted to supply the passive hydrogen maser with microwave signal (1.420406 GHz) which is input to the maser oscillator. The output signal from the maser oscillator is amplified with low noise, mixed twice and filtered, and the final spectrum which contains the information of quantum system is analysed so as to help one to learn the quantum system's performance. The spectrum observing device has been applied to the tests of two passive hydrogen masers and the quantum systems have been improved based on the tests.
