New definitions of polarization brightness temperature and brightness temperature are proposed which are based on use of the Stokes parameters for describing partially polarized radiation. Relationships among these two parameters and antenna temperature are outlined, provisional conversion factors are given for converting present values to this new BHS system, and a consistent scheme of definitions is appended. It is shown that the new value of polarization brightness temperature is one half that defined by Westerhout et al. (1962).
