Optical and radio data are cataloged for 403 quasi-stellar objects identified prior to December 1974. For the purposes of this catalog, a QSO is defined as an object with a stellar appearance, sometimes exhibiting variability, radio emission, or both, and possessing an ultraviolet excess, QSO-like colors on a (U-B, B-V) diagram, broad emission line(s), and a large absorption or emission redshift or both. Some problems arising from the lack of uniformity in designating QSOs are discussed. The cataloged data include radio or optical positions, official and alternate catalog prefixes and numbers, most recent values for emission and absorption redshifts correct to three decimal places (where possible), apparent visual magnitudes, measured color indices, radio spectral indices for the frequency interval from 408 to 1415 MHz, and flux densities at 85, 178, 408, 1415 (or 1410), and 2650 MHz. Radio-quiet and optically variable objects are also identified
