The relative importance of perturbations of the solar wind velocity and of the interplanetary magnetic field (IMF) in the generation of magnetic storms during periods of increased solar activity is investigated. The importance of two possible mechanisms for storm generation - viscosity and reconnection of the lines of force of the IMF and the geomagnetic field - is assessed using data from nine burst and recurrent events together with IMF and solar wind data. A phenomenological description of the generation of the two types of magnetic storms is given.
