We propose a Chandra survey of the minimum exposure to provide arcsecond positions and unambiguous identifications for the ~175 sources with high quality X-ray spectra in our second 200ksec XMM survey, completing a programme begun in Chandra AO2. We need the 350 sources from both XMM/Chandra surveys for evolutionary studies. The powerful combination of XMM spectra with CHANDRA positions, with extensive observations in other bands, enables us to understand the astrophysics of the hard X-ray background; ie do the contributors have absorbed, or intrinsically flat, spectra? how do QSO spectra, including black body components, evolve? what is the X-ray emission mechanism of optically inactive galaxies and of narrow emission line galaxies? which non-gravitational source heated galaxy groups?
