The results of a color-selected spectroscopic survey of 179 blue galaxies (defined here as having U - F < 1) to a blue (J) magnitude of 22 in a single high galactic latitude field (SA 68) are presented here. The 114 new high-quality redshifts combined with blue galaxies observed in the color-independent galaxy survey in this same field yield a sample of 98 blue galaxies within the magnitude range 20.0 < J < 21.5 having a spectroscopic incompleteness of 9%. This sample has a median redshift of 0.22. Fainter than J = 21.5, the sample has a much higher spectroscopic incompleteness. No normal blue galaxies are found with redshifts greater than 0.75. The analysis presented in this paper concentrates on the spectroscopic properties of the blue galaxies in this survey. A cumulative distribution of the emission strength of (OII) λ3727, W3727, is constructed and compared with similar samples. The distribution of W3727 for blue galaxies is compared with a realistic representation of the local blue galaxy population. Relative oxygen abundance is estimated for galaxies at z < 0.45 using emission-line strengths. Composite spectra are constructed and compared to integrated spectra of local galaxies. No convincing evidence is found for a large change in the spectroscopic properties of blue galaxies to redshifts of 0.45.
