We suggest that an increase in the an amount of the solar energy absorbed by the atmosphere+surface system due, primarily, to the pollution of the world ocean, together with the increase in the concentration of the greenhouse effect gases, may be responsible for the global rise in the temperature on the Earth. We propose to organize complex investigations of the Earth as a planet from an observational base on the Moon and to uze the results of these investigations for the simulation of the mechanisms causing climate changes and variations in the ozone layer thickness on the Earth. The immediate observations should include: 1) concurrent spectrophotometric low dispersion measurements of the Earth and the Sun in the wavelength range 200-3000 nm in the entire phase angle range (0-180(0) ) for estimating T_{eff}; 2) radiometric measurements (lambdalambda = 4...40 mm) for estimating the termal energy radiated into the open space; 3) spectro-photometry (lambdalambda = 1...15 mm) for monitoring the chemical composition of the atmospere; 4) spectrophotometric measurements (lambdalambda = 0.22...0.30 mm) for estimating the complex refractive index, the size distribution, and the optical thickness of the aerosols in the upper atmospheric layers. In additions, concurred observations of the Earth and the Sun will allow a test for probable correlation between the Earth, and the solar activity variations, which is of prime importance in understanding the solar-planetary relations.
