We present 16 micron Spitzer observations of the Great Observatories Origins Deep Survey (GOODS) fields. We survey 300 square arcminutes to a typical depth of 40 and 65 uJy, in the GOODS-N and GOODS-S fields respectively. Up to 25% of the sources detected at 16 microns may host AGN that are selected based on MIR colors or Chandra detections. Galaxy number counts show good agreement with results from ISOCAM and AKARI, with improved uncertainties. The 16 to 24 micron flux ratios are consistent with most sources being starbursts and/or IR luminous galaxies. Selecting objects with 16 to 24 micron flux ratios > 1.4 produces mostly redshifts of 1.1 < z < 1.6, where the 9.7 micron silicate absorption redshifts into the 24 micron passband. We report the integrated galaxy light of the 16 micron sources and the lower limit to the cosmic IR background at this wavelength. We also discuss the confusion-limited ultra-deep 16 micron data also taken within GOODS-N.
