The optical spectrum of the radio source 1309-216 is shown to consist of a nonthermal continuum with no emission features but with strong C IV absorption at redshifts 1.361, 1.489 and 1.491. In the strongest absorption system (absorption redshift equal to 1.489) Si II and Si IV are also detected. There is some evidence for optical variability and the most plausible classification is as a BL Lac object. The absorption lines have intrinsic FWHM ranging from 150 to 325 km/sec. This absorption could arise either in material ejected from a central source or in highly ionized gas in the haloes of intervening galaxies, but not in material typical of interstellar H I clouds.
