The Hartle-Hawking wavefunction of the Universe is computed in the 1-loop approximation and the general algorithm for the probability of inflation is obtained. Its normalisability is shown to be determined by the anomalous scaling of the theory on the closed Euclidean gravitational instanton. The mechanism of peaking the inflation probability due to 1-loop corrections is proposed for the inflaton scalar field with non-minimal gravitational coupling.
