It is noted that any theory on the origin of galaxies must explain these experimentally observed facts: the low neutral hydrogen density in the intergalactic medium as deduced from the spectra of remote quasars (redshift between 2 and 4), the relatively low X-ray and UV extragalactic background, and the strong X radiation from galactic clusters. These facts are considered in the framework of a theory on the origin of galaxies based on the nonlinear theory of gravitational instability. Analysis is made of the condensation rate of protoclusters and the interaction of radiation from a protocluster with the intergalactic gas. It is shown that the intergalactic matter is ionized by UV and X radiation from protoclusters and maintains a temperature of about 10,000 K; this radiation may ionize all of the intergalactic gas only if about 20 to 40% of the matter goes into the protoclusters, and the process of gas condensation is determined by the occurrence of initial perturbations and their rate of growth.
