The combined influence of pulsar motion and the motion of the scattering medium on the interstellar scintillation pattern as observed from earth is considered. It is shown that the velocity of the drifting scintillation pattern is essentially different from the pulsar velocity, due to the extent of the scattering medium and the motion of interstellar plasma irregularities. The pulsar velocity and the motion of the irregularities are derived, using the parameters of the scintillation cross-correlation function. It is shown that the asymmetrical form of the cross-correlation function is caused by the motion of both the interstellar irregularities and the source itself.
