The VLTI calibrator program is a common project between ESO (A. Richichi, M. Wittkowski) and NEVEC. The main goal is to establish a network of measurements of calibrator objects with an accuracy high enough to fully exploit the different VLTI instruments. We started this calibrator project in 2001 by compiling a catalog of diameters suitable for interferometry. From this catalogue we selected a list of potential calibration targets to be used during the observations with the commissioning instrument VINCI. During the first year of observation, a total of 3092 observations have been recorded on 63 calibrator objects. These data are being analyzed to update the measurements of the diameters. After a brief description of the instrument and the process of the data reduction, we describe the criteria used to establish the list of bright calibrators suitable for the commissioning instrument VINCI with baselines of up to 100m. We describe the strategy used to observe and analyze the data for the commissioning of the VLTI and of several baselines. The analysis of these data showed the difficulties of instrumental calibration to an accuracy of a few 0.1% and the necessity of a long time effort to refine the measurements of the calibrators to attain a challenging accuracy.
