The issues concerning the construction of a computational algorithm for ballistic-navigation design of an advanced Space Navigation System (SNS) are considered, including a short description of its structural components and computational blocks. The most significant fragments of this algorithm are the original orbital constellation, the method of pair-wise preference, and the ranking sequence of spacecraft. Among the issues of increasing the navigation capabilities of an SNS constellation there are recommendations for the joint use of the GLONASS and GPS constellations and for possible ways of improving the SNS system's accuracy. Rational methods of their implementation are suggested.
