Basic equations are obtained for small perturbations in an electron plasma in a spatial-plane Friedmann world. It is shown that transverse longwave perturbations in the nonrelativistic limit have an unstable power mode, while longitudinal perturbations are damped at this limit. The propagation of high-frequency oscillations in a cold electron plasma are examined; it is shown that an additional redshift exists for sources situated at cosmological distances; this redshift is determined by cosmological expansion of the cosmic plasma.
