The development of a model of the inhomogeneous structure of the ionosphere is discussed, along with the use of such a model to predict ionospheric scintillation of radio signals. Some general principles pertaining to the development and use of the model are examined. The principles are illustrated with the example of predicting the noise immunity of a single-channel radio-telegraphic communications line.
